Iranian e-commerce scientific association has been established to develop and scientifically promote e-commerce, enhance qualitative growth of the specialized forces and improve research and training programs in e-commerce. The request of establishing the association was reviewed and approved in Iranian scientific association commission in ministry of science, research and technology on 30/6/2009 and finally via the letter no. 2416/3 dated 14/7/2009 was communicated to the board of founders.

The third meeting of the scientific committee of the seventh national and first international conference on electronic commerce and economy was held in deputy of information technology and e-commerce development, ministry of industry, mine and trade on September 4, 2012. The meeting attended by the majority of scientific committee including Dr. Ali Askari, director general of the state tax Affairs organization; Dr. Abbas Memarnejad, The director general of Iran customs; Seyed Abolfazl Bahredar, the president of Iranian association of rail transport engineering; Dr. Ahmad Abdollahzadeh, member of Iranian e-commerce scientific association’s board of directors; Dr. Aliakbar Jalali, Iranian e-commerce scientific association's board of founders member; Mr. Hadi Sahabi, director general of ministry of health and medical education; Dr. Amirhossein Mozayeni, Iranian e-commerce scientific association's inspector; Seyed Morteza Mousavian, the deputy vice-chancellor of research and training of Islamic republic of Iran broadcasting; Dr. Gholamnabi Feyzichekap, assistant professor of Alametabatabei University and …some topics such as the time of holding the conference, confirmation of conference topics, invitation of key lecturers and the manner of judging papers were discussed and reviewed. At the beginning of the meeting, Dr. Memarnejad, the secretary of scientific committee, welcomed the audiences and provided some explanations about the conference. Regarding the conference topics, the topic of e-commerce international interactions was added to the previous topics by him. He suggested that 6 symposiums to be held on last quarter of the year which was approved by the committee members. Based on this suggestion, it was decided to hold the symposium of technical & communication and the symposium of trust & security in one day, the symposium of law & legal and the symposium of training & human skill in another day and the symposium of economic & commercial and the symposium of applications & innovation together in one day. Then Dr. Hanafizadeh, information technology group manager of Alametabatbaei University said that as this conference is an international conference, some people from foreign prestigious universities should be included in scientific committee. He added that there should be some interactions with good international journals for publishing the best papers. In response to this suggestion, Dr. Memarnejad said that so far there have been correspondences with more than 200 top universities around the world. Next Mr. Paryab, the secretary of the conference, stated that the seventh conference is not merely an academic conference rather it is an academic-applied conference so the importance of using the experiences of experts in holding this conference is of great importance. Then he introduced the website of the seventh national and first international conference on electronic commerce and economy and talked about different features of it. It is necessary to mention that one of the features of this website is the possibility of online judgment of papers. Another issue was the subject of custom papers. In this regard Mr. Paryab, the secretary of the conference, suggested that in order to exploit all capacities, it is better to use some custom paper in each symposium. Because may be the received papers via call for paper be purely academic and not to be practical. So it is better to use custom papers along with received papers via call for paper. Dr. Ali Askari, director general of the state tax Affairs organization and the member of steering council emphasized on the necessity of using custom papers. He also said that the custom papers should be precisely evaluated. He also suggested that the custom papers should have two important features. First they should not be merely academic rather they should be academic-applied and second they should lead to political recommendations. Key lecturers were another issue which was discussed in this meeting. Based on the scientific committee's idea, two key lecturers were decided to attend the conference. 1. The key lecturers from Iran 2. The key lecturers from top international universities. The lecturers will be selected by the scientific committee. The manner of judging received papers was the last issue which were discussed and reviewed. In this regard, Mr. Bahredar, the member of steering council of the conference, suggested that for each paper, three referees to be considered. One referee from universities professors, one referee from executive committee and one referee from industry field to be selected. He said that this kind of categorizing will lead to better evaluation of papers. In this regard, Dr. Askari, director general of the state tax Affairs organization, also suggested that the received papers should be given to referees on the basis of being theoretical or practical. In other words, one categorization for referees and one categorization for papers should be defined. Considering the members of scientific committee, the best referees should be selected to judge papers. At the end, Dr Memarnejad summarized the discussed issues and provided some complementary explanations. It was decided to have the next meeting of scientific committee around the last days of September.
